Budget Bill Language and DMME Study re: Regulating Uranium Mining
This is from Katie Whitehead and is in regard to the possibility of the Budget containing language regarding the DMME and the proposed study regarding the feasibility of DMME regulating uranium mining in Virginia. Should the Budget contain such language and go before the House-Senate Conference Committee, SCC wants its voice heard! Be prepared to contact the senators and delegates below!

Subject: contact Budget Conferees re amendments
Below are names and addresses of members of the
Conference Committee on the Budget. Six senators and
six delegates are budget conferees. These are the
people to ask to reject the budget amendment(s) (see
below) that requires DMME to do a feasibility study of
regulating uranium mining in Virginia. Note that
Saslaw, the patron of these amendments is one of the
conferees. No Conference Committee meetings are
currently posted on the General Assembly Web site;
however, the Committee surely has to meet soon.

BUDGET AMENDMENTS:
Item 4-8.03 amends SB29, this year's budget. Item 120
amends the upcoming 2-year budget SB30. They are

Page 265, after line 4, insert:"The Department of
Mines, Minerals and Energy shall provide a report to
the Chairman of the Senate Agriculture, Conservation
and Natural Resources and the House Agriculture,
Chesapeake and Natural Resources Committees and to the
Governor by December 15, 2009, assessing the
feasibility of establishing, implementing, and
overseeing a state program for the regulation of
uranium mining. In preparing its report, the
Department shall review the 1985 Report of the Coal
and Energy Commission and related studies and
documents. The Department shall identify in its report
information and resources that may be required for the
executive and legislative branches to make a
determination as to the advisability of establishing a
permitting and regulatory program and to develop
legislation and regulation for its implementation. In
preparing its report, the Department shall consult
with the Department of Environmental Quality and the
Department of Health and may request information and
advice from any other state agency, from any
government or private entities including federal
agencies, local and state governments, nongovernmental
organizations and industry."
Explanation: (This amendment requires the Department
of Mines, Minerals and Energy to report by December
15, 2009 on the feasibility of regulating uranium
mining in Virginia.)
